Approximately 40 workers from the Chilean mainland spent a total of about eighteen months completing the project. Overseeing the workers were Chilean Navy personnel trained in the United States by Winter Panel and assisted by on-site technicians from Winter Panel and Antares Ltda.

Construction proceeded through all seasons until the project's completion in 1998. These units are now providing state-of-the-art energy-efficient housing for Chilean Naval personnel.
